Gerard has 18 years’ planning experience in both the public and private sectors of New Zealand and England. For six years he managed resource consent appeals and objections as a Principal Planner for the northern part of Auckland Council, as well as providing technical planning support for independent hearing commissioners, including reviewing draft decisions. Gerard has a strong understanding of the Resource Management Act 1991 and is an expert in all aspects of the resource consenting, hearings and appeals processes. He is comfortable dealing with any sort of development, from large scale, mixed-use developments, to early childhood education centres, to rural subdivision and development issues. He also has experience handling proposals for a wide range of small, complex and/or sensitive developments.
During his time in the UK, Gerard worked as a senior planner for a private planning and architecture firm as well as time consulting to local authorities in and around London. Projects ranged from high-density residential development in Canary Wharf, residential and commercial mixed-use development in central London and the West End, redevelopment of Leicester Square, innovative privately-funded affordable housing development, and redevelopment of heritage listed buildings. Gerard was also involved in planning appeals, including at public enquiry level.
Gerard currently holds a certificate for Making Good Decisions (with Chairing Endorsement) and is a full member of the New Zealand Planning institute.
