Watercare price increase and the impact on developers and housing costs
From 1 July 2026, Watercare's Infrastructure Growth Charges (IGCs) will increase by 20%, representing the minimum increase permitted under current regulatory settings. IGCs are one-off fees paid by developers when new homes or developments connect to Auckland's water and wastewater networks.
In Auckland's metropolitan areas, the charge will increase by approximately $4,250 per dwelling (excluding GST). Total IGCs in these areas will be just under $30,000 per unit. Charges are significantly higher in some growth areas, with developments in Helensville and Parakai facing fees exceeding $55,500 per unit due to the higher cost of servicing smaller populations and infrastructure networks.
Property Council New Zealand has warned that the increase will add further pressure to development feasibility and is likely to contribute to higher house prices, as infrastructure costs are typically passed on to home buyers. Watercare says the additional revenue is necessary to fund the infrastructure required to support Auckland's growing population and ensure that growth-related costs are not borne by existing ratepayers and water users.
